Description

The Internet Treaty Base (ITB) contains basic information about the international agreements which are binding on Poland. In particular, you will find here dates of execution/signing of agreements, their dates of entry into force, places of publication in an official journal, and texts of agreements in PDF files.

International agreements have been classified as follows:

Bilateral agreements – international agreements concluded between the Republic of Poland and another country or an international organization/institution.

Multilateral agreements – international agreements to which the Republic of Poland is already a party or which it plans to join, i.e. the domestic treaty procedure leading to the accession to an agreement has been initiated.

European Union agreements – multilateral agreements which have been concluded within the European Union, between the European Union and its member states on one side, and a third country or an international organization on the other side, to which the Republic of Poland is already a party or which it plans to join, i.e. the national treaty procedure leading to the accession to an agreement has been initiated.

Depository of the Republic of Poland – international multilateral agreements for which the Government of the Republic of Poland acts as the depository along with the list of States Parties to such agreements and the declarations, reservations and objections made by them.

Expired bilateral agreements – international agreements between the Republic of Poland and another country or an international organization/institution which have lost their binding force.

Expired multilateral agreements – international agreements which have lost their binding force with respect to Poland.

Expired European Union agreements – multilateral agreements concluded within the European Union which have lost their binding force with respect to Poland.

Bilateral agreements are available in all languages in which the agreement was executed; multilateral agreements are available in English or French and in their Polish translation. As regards agreements published in the Journal of Laws (Dziennik Ustaw) or Official Gazette (Monitor Polski), the IBT contains the texts of these agreements as published in the aforementioned official journals along with the relevant government statements.

For non-binding agreements with the former USSR, Czechoslovakia, the German Democratic Republic and the Socialist Federal Republic of Yugoslavia, please go the expired bilateral agreements section. Agreements which were concluded with those countries but continue to be binding on their state successors are available in the bilateral agreements section under the name of the state successor concerned.
